It is 20 years after national leaders have erected giant walls around the city of Chicago. The people inside have no running water, gas, or electricity. The city is without commerce, infrastructure, or rule of law. There are armed guards killing the inhabitants indiscriminately as well as a wave of violent gangs roaming what's left of the city, recruiting some and killing most everyone else.
